The Head of the Batam Riau Islands Business Agency (BP) said that the land release process in the city is now simplified to speed up services to business actors and the community.
This was conveyed by the Head of the Batam Riau Islands Business Agency (BP) Amsakar Achmad in Batam, Wednesday regarding the issuance of Presidential Regulation (Perpres) Number 21 of 2025 concerning the Arrangement of Land Provision in Free Trade Areas and Free Ports.
"Currently, the release of protected forest areas, for example, or land in Batam is sufficient through BP Batam only to the central government. It no longer requires a recommendation from the provincial government as before. This is a big step that shortens bureaucracy," said Amsakar in a meeting with business actors in Batam today.
He said that previously there were long stages that actually slowed down the realization of investment.
"We want the process to be accelerated. If the process used to take two months, now it should be one month," he added.
Amsakar also touched on several technical permits that will be taken over by the regions, such as the Approval of Suitability of Marine Space Utilization Activities (PKK-PRL) and the Environmental Impact Analysis (Amdal) for Foreign Investment (PMA).
"We are trying to ensure that services that were previously at the central level can be taken over by the regions. So that the requirements are clear, the time is clear, and the costs are also transparent. That is what business actors want," he said.
Furthermore, Amsakar touched on the evaluation of planning policies which have so far been an obstacle in processing permits.
He said that together with the BP Batam legal team, he was reviewing the possibility of deleting the planning fatwa document, by integrating it into the PKK-PRL team.
"If possible, one legal product but two institutions are represented in it. The direction is in line with President Prabowo's policy to cut unnecessary permits, including the Technical Approval which is difficult," he emphasized.
