Qatari star Akram Afif scored his country's goals from three penalty kicks in the 22nd, 73rd and 90th minutes, while Yazan Al-Naimat scored Jordan's only goal in the 67th minute.
The Qatar national team thus retained the title it won in 2019 in the UAE.
Qatar became the fifth team to succeed in retaining the title after South Korea (1956, 1960), Iran (1968, 1972, 1976), Saudi Arabia (1984, 1988) and Japan (2000, 2004).
By winning the title, Al-Annabi also compensated for the dull image it showed in the 2022 World Cup, when it lost its three matches in the group stage, achieving the worst result for a host country.
On the other hand, the Jordanian national team failed to achieve its first title in its first final ever.
