Liu Shiquan is the chairman of China Ordnance Industry Group, which provides weapons, equipment and services to China's army, navy, air force, rocket force, strategic support force and armed police. Wang Changqing is the deputy general manager of China Aerospace Science and Industry Corporation, whose main business is missiles and aerospace industry equipment.

According to sources cited by Sing Tao Daily, Wu Yansheng, Liu Shiquan, and Wang Changqing were involved in the Rocket Force corruption case, which involved the procurement of military equipment.
