Russia and Belarus do not agree to Estonia's candidacy, while Estonia is not willing to give up its candidacy, and there are no official statements from Moscow or Minsk on this issue yet.  The OSCE was established in Budapest in 1994, when a series of meetings on European security and cooperation developed into an organization. The first meeting on security and cooperation in Europe was held in 1975, in Helsinki, at the initiative of Finland and President Urho Kekkonen personally.  Russian Foreign Minister Sergey Lavrov said earlier that the OSCE continues to deteriorate because of the West's collective ambitions. Lukashenko claimed in an interview published by "Ukrainiska Pravda" that any country that joins the "Union State" agreement between Russia and Belarus will be supplied with nuclear weapons, describing this possibility as "a unique opportunity for unity."  Russia reportedly has around 2,000 tactical nuclear warheads, and Moscow recently chose to move forward with plans to station some nuclear weapons in Belarus for the first time since the fall of the Soviet Union in 1991.  Lukashenko said: “If someone is worried, I don’t think (Kazakh President) Kasym Tokayev is worried about this, but if something suddenly happens, no one mind that Kazakhstan and other countries have the same close relations that we have with Russia in the federation. .”  "It's very simple," he added .
