The Osaka and Tokyo district courts ruled in June and November last year, respectively, that the current legal system banning same-sex marriage is constitutional. But the Tokyo District Court said at the same time that the lack of a legal system that recognizes same-sex marriage is "a case of unconstitutionality."

The plaintiffs appealed to the Sapporo, Osaka and Tokyo courts after their claims for damages were rejected.

Jakarta - In the national energy policy, the Government of Indonesia has priorities that are directed towards the use of energy that is cleaner, less emission-friendly and environmentally friendly.

One of the efforts made is by utilizing new, renewable energy (EBT), which in the national energy policy is targeted at 23 percent in 2025. 

The government sees that in the last 5 years, the share of EBT in the national energy mix has shown an increase in 2022, where the use of EBT in the national energy mix of around 12.3 percent.

The government also does not deny that even though there has been an increase, this figure is still below the target of 23 percent. Therefore, greater efforts are needed to achieve the target of 23 percent by 2025.

In addition, Indonesia also has a medium-term target to be able to reduce emissions in 2030, the initial target of which was 29 percent, which was increased to 31.9 percent on its own and 43.2 percent with international support.

The energy sector is the second largest emitting sector after the forestry sector. The government has a target to reduce emissions by 358 million tons of CO2 in 2030. Meanwhile, in the long term, the target is to reach net zero emission (NZE) in 2060 with our own efforts, even faster with international support.

Thus, the use of EBT is one of the mainstay programs to achieve short, medium and long term targets. Apart from that, other programs are also needed, such as encouraging the use of electric vehicles ( EV ), mandatory bioefuels , and applying energy efficiency.

Strategic agenda

By holding the Chair of ASEAN 2023, Indonesia can play an important role in advancing strategic agendas that are in Indonesia's interests.

On May 6-7 2023 in Jakarta, the 22nd ASEAN Economic Community Council (AECC) Ministerial Meeting was held. The meeting was a preparation for discussion at the 42nd ASEAN Summit chaired by Indonesian President Joko Widodo (Jokowi) on 10-11 May 2023 in Labuan Bajo, East Nusa Tenggara (NTT), particularly regarding issues in the economic sector (economic pillars ).

On that occasion, the ministers agreed to support two Indonesian initiative documents to be adopted by heads of state at the 42nd ASEAN Summit, one of which is the ASEAN Leaders' Declaration on Developing Regional Electric Vehicle Ecosystems which will serve as a guide for cooperation and collaboration to develop ecosystems. safe, efficient and sustainable electric vehicles in the region.

At the 42nd ASEAN Summit in Labuan Bajo, President Jokowi stated that ASEAN agreed to build an electric vehicle ecosystem and become an important part of the world supply chain so that downstream industry is key.

The 42nd ASEAN Summit also adopted the Declaration on the Development of a Regional Electric Vehicle Ecosystem, which the ASEAN Economic Community Council is tasked with overseeing its entire implementation.

In the declaration, the leaders said ASEAN was committed to building a regional electric vehicle ecosystem that involved all member countries. All ASEAN member countries support the adoption of the electric vehicle agenda and the development of the electric vehicle industry in ASEAN countries.

In addition, the leaders are also committed to building ASEAN as a global production hub for the electric vehicle industry to support the region's sustainable economic growth. This step was taken by considering the policy space of ASEAN member countries in utilizing comparative advantage.

President Jokowi said that the estimated market for electric vehicles in Indonesia would reach US$2.7 billion in 2027. As the owner of 23 percent of the world's nickel reserves, Indonesia is developing the electric vehicle industry ecosystem from upstream to downstream.

It is targeted that the production of electric cars will reach 600 thousand units and 2.45 million electric motorcycles per year in 2030 with a total reduction of 3.8 million tons of carbon dioxide emissions.

For the program to use electric vehicles, Indonesia also uses electric cars as operational vehicles during the 42nd ASEAN Summit for security personnel, delegates to heads of state.

In total there are 395 units of electric cars and 90 units of electric motorbikes. The vehicles consist of the BMW iX, Toyota bZ4X and Hyundai IONIQ 5. Not only four-wheeled vehicles, there are also Zero electric motorcycles made in the US.

For supporting facilities, PT PLN (Persero) also provides charging for hundreds of electric vehicles through the 108 public electric vehicle charging stations (SPKLU) provided.

NRE potential

Minister of Energy and Mineral Resources (ESDM) Arifin Tasrif said the ASEAN region has EBT sources of more than 17,000 gigawatts (GW) to achieve the target of accelerating the energy transition. For the short term target, the share of EBT in the energy mix is ​​targeted to reach 23 percent and the portion of EBT in generating capacity is 35 percent by 2025 according to the ASEAN Plan of Action for Energy Cooperation (APAEC).

For the medium-term target, the 2030 Nationally Determined Contributions (NDCs) are expected to be in accordance with the target of reducing greenhouse gas emissions of each ASEAN country. Meanwhile, the long-term target is to achieve the NZE around 2050. He also asked all ASEAN members to declare the NZE target at the 41st ASEAN Ministers on Energy Meeting (AMEM) in August 2023.

To achieve these targets, strong cooperation and collaboration between ASEAN countries is needed to massively increase the use of EBT, develop clean technology, develop sustainable regional supply chains and accelerate the transfer of technology, knowledge and expertise among ASEAN countries.

Not only that, financial support from developed countries and global financial institutions such as the Just Energy Transition Partnership (JETP) and the Asia Zero Emission Community (AZEC) is also needed.

Collaboration

The Institute for Essential Services Reform (IESR) views that after the success of the energy transition agenda at the G20, Indonesia can encourage the cooperation of ASEAN countries to carry out an energy transition that is in line with the targets of the Paris Agreement and build joint efforts to strengthen resilience in facing various threats and impacts of climate change. through sustainable development.

ASEAN itself already has the ASEAN Working Group on Climate Change (ASEAN Working Group on Climate Change/AWGCC and ASEAN Working Group on Forest and Climate Change/AWGFCC) and ASEAN Energy Cooperation. However, achieving the target of climate mitigation and developing renewable energy requires extra effort and cooperation between working groups and collaboration with civil society organizations and transnational communities in order to increase their contribution to the region.

IESR is of the opinion that Indonesia can play its role as Chair of ASEAN to provide space for civil society at the regional level to be involved in the chairmanship agenda process in 2023, particularly on energy and climate issues.

IESR Executive Director, Fabby Tumiwa, said that as one of the regional organizations projected to experience economic growth of 4.7 percent in 2023 amidst weakening global demand, this shows that ASEAN is a promising region to invest in, especially in the renewable energy sector.

Utilizing its leadership in ASEAN, he thinks Indonesia can encourage and embrace civil society organizations in ASEAN to focus on the energy transition and initiate concrete collaborations in the near future and together they can contribute to accelerating the energy transition in the region and tackling climate change.

However, the Coordinator of the IESR climate diplomacy project, Arief Rosadi, revealed that until now, ASEAN does not have a formal channel for civil society to convey aspirations, especially on climate and energy issues. For this reason, Indonesia needs to lead ASEAN in providing an inclusive and constructive dialogue space for civil society in the decision-making process in the region.

The concrete steps that can be taken now are to increase the intensity of communication between civil society in the region to share information and the latest developments in each country regarding energy and climate issues. It aims to strengthen solidarity and a sense of belonging to ASEAN as a common region.

Through the 2023 ASEAN Chairmanship, it is hoped that it will have an impact on Indonesia's aspirations to realize a country with the use of EBT. For this, of course, a strong commitment from the government and all stakeholders is needed so that the implementation of EBT can be achieved quickly.
